Crimea circumvented sanctions

 

In the Crimea, Siemens gas turbines were supplied, Reuters reported. This source was reported by sources familiar with the situation. As the agency notes, this happened, despite the EU sanctions, which prohibit European companies from supplying power equipment to the Crimea.

Siemens representative in Munich Wolfram Trost claims that the company observes the sanctions regime and did not supply turbines to the peninsula, which transferred from Ukraine to Russia's jurisdiction in 2014. The European Union imposed sanctions against Russia for the annexation of the Crimea, considering Moscow's actions as an annexation.

Russia needs four turbines for the construction of two new Crimean power plants, but their supply was delayed for a year because of fears of violation of EU sanctions.

According to the agency, two of the four turbines for TPPs were delivered to Sevastopol by sea and unloaded in the city port. These are gas turbines SGT5-2000E with a capacity of 235 MW each, which are produced only by Siemens and its subsidiaries.

The turbines were bypassed

According to sources, the turbines delivered to Sevastopol came from Taman (Krasnodar Territory of Russia). In March, Siemens reported that the Russian joint venture Gas Turbine Technologies, in which the company owns a controlling stake, manufactured and supplied the Tamana turbines for use in a power plant under construction in the city.

On the peninsula - the construction of two thermal power stations - in Sevastopol and Simferopol. In early June, Russian Energy Minister Alexander Novak said that the launch of the first blocks of Simferopol and Sevastopol TPP will take place in early 2018.

The first stage of power plants is planned to be put into operation by September 2017, and the second - in March 2018.

But at the end of 2016, the general director of Rostek, Sergei Chemezov, warned that the contractor was unable to timely install the first blocks of TPPs, difficulties arise with the delivery of turbines.

Chemezov also said that Russia is preparing to conclude a contract with Iran for the supply of generating equipment for two TPPs. "We are at the final stage of negotiations with Iran, and we expect that by the end of the year, if the Americans and Europeans do not come up with any new sanctions, we will establish these turbines," said the general director of the state corporation Rostek.

Power is enough, but you need more

The Russian authorities also recognized the problem with equipment for Siemens stations. The search for options for the purchase of equipment is proposed, Novak specified. At the same time, the authorities claim that the Crimean peninsula has sufficient capacity to fully meet the needs of electricity consumers in the Crimea.
"In general, the power balance is sufficient to ensure full power supply to consumers in the Crimea - in the Republic of Crimea and Sevastopol," Novak said.

Own thermal generation in the Crimea is 160 MW, solar wind generation is 270-300 MW. In addition, the Crimea receives 800 MW of flows through the energy bridge.

Finally, mobile gas-turbine units with a capacity of 300 MW and about 1500 diesel-generator sets with a capacity of 300 MW were transferred to the Crimea.

In general, this covers the needs of Crimeans. Even in the period of peak loads, consumers were provided with electricity in full, Novak said earlier.

There are no judicial precedents

According to Reuters, in connection with the delivery of turbines, the company can be accused of indirect violation of the sanctions regime and that it has not taken the necessary steps to prevent the transfer of products to the peninsula.

Nevertheless, lawyers interviewed by the agency believe that there are no court precedents on the basis of which it would be possible to bring Siemens to justice.

In the Ministry of Energy of Russia, Reuters did not comment on this information, redirecting the issues of state-owned company Technopromexport. There, in turn, declined to comment. The German Energy Ministry also failed to respond to the agency's requests.

In January 2017, the historical maximum of electricity consumption in the Crimea and Sevastopol - 1 427 MW was recorded. In the autumn-winter period of 2016/17 in Crimea, the electricity deficit at peak consumption moments reached 200 MW.
